		<description>PGE is behind prop16.  An initiative to require a 2/3 vote to allow communities to bypass PGE as the sole provider for electricity.  A 2/3 vote as we have seen is impossible to pass anything.  Thus not allowing communities to bypass PGE.   

Also communities that want to use solar electricity to offset the higher tier electricity will not be able to do under prop.16 because a 2/3 vote will be required and is impossible to pass.    

PGE makes it major profits from 3rd and higher electrical tiers.</description>
