An initiative to require a 2/3 vote to allow communities to bypass PGE as the sole provider for electricity. A 2/3 vote as we have seen is impossible to pass anything. Thus not allowing communities to bypass PGE. Also communities that want to use solar electricity to offset the higher tier electricity will not be able to do under prop.16 because a 2/3 vote will be required and is impossible to pass. Here, price is often governed by the cost of oil or in Marin County's case, the wholesale price - so minimal cost of energy will be achieved when wind, solar and alternative energy sources are tapped as relatively low-cost raw materials for producing energy.
