		<description>Thanks for your comment, bp. I can understand the appeal of implementing a lottery, especially given that the rebates are financed via public funds. Randomly selecting rebate winners might be perceived as being a more &quot;fair&quot; way to award the funds. 

Regardless of how New Jersey proceeds, the Clean Energy Program will face a situation where demand for/interest in rebates far outstrips supply. Hence why we&#039;re encouraging interested buyers to start with the assumption that they&#039;ll be unable to secure a rebate -- and then go from there.</description>
