This type of program is not new, and some homeowners would definitely say that the home energy audit part of the deal can lead to a can of worms for the homeowner.  Meaning that if the guy coming out to do the home energy audit has the potential to also be the guy making the recommendations from that home energy audit, he might start finding all types of things that can be improved etc.. Much like when you take your car in for a service, and somehow the mechanic finds all types of things that need to be fixed, when you know damn well it has been running for 10,000 plus miles without problems.  Any discussion on a conflict of interest?
