Pennsylvania, along with states like Tennessee and Kentucky, is historically a coal state. So it's a bit surprising--but pleasantly so--that Governor Rendell's $650 million Alternative Energy Funding Act has introduced an excellent solar rebate to the state.
According to the PA Department of Environmental Protection, "the Pennsylvania Sunshine Program will provide rebates of up to 35 percent to help cover the purchase and installation of solar electric and hot water systems. Funding will be available to residential and small business projects in May [2009]." The state approved $30 million in dedicated government bonds to fund the rebate.

In April 2009, Pennsylvania lawmakers allocated funds for the PA Sunshine Solar Program, an initiative that aims to provide $100 million in grants for residential and small business solar energy projects. According the the program rules, solar grants are to be awarded on a first-come, first-served basis. Also, in April 2009, the Pennsylvania Department of Community and Economic Development (DCED) and the Department of Environmental Protection (DEP) issued program guidelines for their solar loans and grants offerings, which are available to businesses, non-profits and schools that install solar energy systems. Beyond these PA solar incentives, don't forget about the 30% federal renewable energy tax credit, which is available to individuals and businesses. (Important note: for commercial systems installed in 2009 and 2010, businesses can opt to receive a solar energy grant -- still worth 30 percent of system costs -- instead of the tax credit.)
